A competency framework is a structured document that defines the knowledge, skills, behaviours and attributes required for each role (or role family) in an organisation, at each seniority level. It provides a shared language for recruitment, performance management, development and succession planning decisions.

A well-designed competency framework typically includes: a set of core competencies required across all roles (e.g., communication, problem-solving, customer focus); role-specific technical competencies; leadership competencies for management levels; and behavioural indicators at each proficiency level (emerging, capable, advanced, expert). Frameworks drive consistency across multiple HR processes: job descriptions are written around competencies; interview questions are designed to assess them; assessment centre exercises are built to observe them; performance reviews measure growth against them. Without a framework, each manager assesses talent using different implicit criteria, making cross-business decisions inconsistent and legally vulnerable. Building a framework involves job analysis, stakeholder interviews, and benchmarking against industry standards.
